The 7th Member Congress of the 6th Session of the China Iron and Steel Association Held in Beijing

On January 20th, the 7th Member Congress of the 6th Session of the China Iron and Steel Association was held in Beijing. The meeting focused on thoroughly studying and implementing Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the Central Economic Work Conference. It aimed to implement the deployment of the Party Central Committee and the State Council and the work requirements of relevant ministries, comprehensively summarize the industry operation and related work in 2024, carefully analyze the situation faced in 2025, and propose key tasks for the industry's development and the association’s focus.

He Wenbo, Secretary of the Party Committee and Executive Chairman of the Association, attended the meeting. Yao Lin, President of the Association and Secretary of the Party Leadership Group and Chairman of China Mineral Resources Group, delivered the President's work report. Zhang Haideng, First-Level Inspector of the Raw Materials Department of the Ministry of Industry and Information Technology, and Zhang Haolong, Deputy Director of the Atmospheric Department of the Ministry of Ecology and Environment, delivered speeches. Jiang Wei, Deputy Secretary of the Party Committee, Vice President, and Secretary-General of the Association, presided over the morning conference, and Vice President Xia Nong presided over the afternoon session, with Deputy Secretary-General Su Changyong reporting on membership fees income and expenditure. About 500 representatives from national ministries, steel industry companies and institutions, and upstream and downstream enterprises attended the meeting.

Wei Liqun, Secretary-General of the Shanghai Steel Pipe Industry Association, attended the congress on behalf of the association.

In his report, Yao Lin pointed out that the steel industry in 2024 exhibited five main characteristics and achieved six areas of new progress. The five characteristics are: first, a year-on-year decline in steel production, with continued decrease in domestic consumption; second, an increase in the volume of steel exports, but a decline in export value; third, a year-on-year drop in steel prices, with high iron ore prices; fourth, a year-on-year decline in economic benefits, with overall controllable financial risks; fifth, continuous improvement in environmental indicators, with further enhancement in environmental performance. The six areas of new progress are: first, new achievements in green and low-carbon transformation; second, new progress in building a modern industrial system; third, new breakthroughs in technological innovation; fourth, reaching new heights in digital transformation; fifth, opening a new chapter in deepening international exchange and cooperation; sixth, stepping up the construction of a talent team.

Yao Lin believes that for 2025, the steel industry should focus on eight tasks centered around the high-quality completion of the “14th Five-Year Plan” goals and the solid foundation for a good start to the “15th Five-Year Plan”: first, strengthening self-discipline to enhance industry operation quality and efficiency; second, steadfastly and steadily advancing green and low-carbon transformation; third, innovation-driven breakthroughs in technological tackling; fourth, enabling modernization of the industrial system with digital and intelligent enhancement; fifth, cooperation for mutual benefit to maintain stability of the industrial and supply chains; sixth, actively and proactively continuing internationalization efforts; seventh, strengthening training to establish a strong talent pillar for a powerful steel nation; eighth, forging ahead to build a first-class association with Chinese characteristics.

Zhang Haideng proposed five suggestions for solidly promoting the steel industry’s transformation and upgrading as well as high-quality development: first, planning in a coordinated manner for “15th Five-Year” development planning; second, focusing on promoting stable growth of the industry; third, revising and issuing capacity replacement methods; fourth, organizing and carrying out classified and graded management norms; fifth, accelerating digital transformation and green low-carbon renovation.

Zhang Haolong emphasized three major tasks by the Ministry of Ecology and Environment in supporting the high-quality development of the steel industry: first, unwaveringly ensuring the successful conclusion of the renovation tasks; second, persistently promoting green transformation of the industry with a “combined punch”; third, continuously refining the technological policy system for the steel industry.

Jiang Wei emphasized that steel enterprises should enhance industry self-discipline to tackle current challenges, urging leading steel enterprises to take the lead and small and medium-sized steel enterprises to actively respond, adhere to the “three certain, three don’ts,” effectively control capacity and reduce inventory. He particularly pointed out that to completely resolve the current supply-demand imbalance and achieve sustainable and healthy industry development, the key lies in closing the capacity entry and opening the exit channels.
